 (SUPDRI)

Founded in 1957, Shanghai Urban Planning & Design Research Institute is one of the earliest and technically strong Grade A engineering consultant institute in China. It is mainly engaged in the formulation of mandatory plans for Shanghai Municipal Government and providing services for governmental departments and construction companies in Shanghai and other cities in China. SUPDRI is honored as Credible Unit by Shanghai Planning Trade Association. Among its subordinate units are Shanghai Pudong Development Planning Research Institute, No.1 Urban Planning Division, No.2 Urban Planning Division, No.3 Urban Planning Division, No.4 Urban Planning Division, Municipal Engineering Planning Division, Road and Transport Planning Division, Research & Technology Division and Information Center. Presently there are more than 200 professionals& technicians, of which,more than 50 senior professionals& technicians, among them, 12 professor-rank senior engineers.

Based in Shanghai, SUPDRI has made great achievement for the development and construction of Shanghai through creative design and careful research. Among the major projects are: master and district planning of Shanghai, detailed planning for units, towns and residential areas, municipal infrastructure and comprehensive road transport planning, scenic spots planning, key project planning, renovation planning for key sections, master planning of Pudong New Area, as well as planning of development zones. Moreover, it has formulated technical requirements for compensated land leasing and provided technical consultation regarding feasibility study for urban planning and urban design, thus providing strong technical support to the general objective of “four leading roles” and “four centers” in Shanghai. Having won over 170 awards for scientific and technical progress and excellent design for the State, Ministry of Construction and the Municipality, it ranks among the best design units of the same category in China.

Having national and global view in mind, SUPDRI has extended its planning business through the provinces, cities under direct control of the central government and autonomous regions in China. Among the major projects completed by it are: Detailed Regulatory Planning of Tongzhou District, Beijing City; Urban Master Plan In Inner Road Area of Beichen District, Tianjin City; Master Plan Of Jiangbei Town, Chongqing City; Urban Planning Of Bai’e’Tan District, Guangzhou City; Urban Design for Core Waterfront Area and conceptual planning for the 3-river 6-bank area in Ningbo City; Urban Design of Core City In Qingdao and the Detailed Regulatory Planning of Dajinshanwan Area In Haikou City. Furthermore, it has cooperation with America, France, Germany, Japan, Canada, Australia, Korea, and Singapore in the field of planning and research.

Inheriting the idea of “Planning carefully, benefiting centuries”, abiding by the “Law of the PRC governing urban and rural planning” and internationally conventional technical regulations on planning, standing at the forefront of urban planning discipline, SUPDRI strengthens its exchange and cooperation with Chinese and foreign institutions and provides first-rate urban planning service to governments and construction companies in various parts of the country in the spirit of “Rich in Knowledge,Tenacious of Truth , Earnest in Practise” in order to build up itself into a world-famous research and design consultation company taking a leading position in China.

Shanghai Pudong Development Planning Research & Design Institute

Shanghai Pudong Development Planning Research Institute (Pudong Institute for short) was founded in 1991. It established its research center for new countryside planning and design on June 21st, 2006.

As one of important business departments of the municipal planning institute, Pudong Institute is mainly engaged in municipal planning and the key projects of the Land Resources Administration to formulate plans for district (county) areas, sub-area plans and unit plans, make research on linked development of districts and undertake all kinds of planning design and technical consultation for the Yangtze River delta area.

In recent years, it has undertook master plans and detailed planning for Shanghai Expo, Lingang New City, Theme Park as well as large residential and industrial areas, carried out research on industry and residence closely related to urban planning, studied formulation of planning norms and technical standards for new countryside construction, and participated directly in the compiling of new countryside construction plans in various districts of Shanghai.

No.1 Urban Planning Division

No.1 Urban Planning Institute is a professional team specialized in the research of comprehensive planning and design, covering urban master plan, detailed plan and other legal planning. Specialized in space strategy planning, it draws up master plans, sub-area plans and other macroscopic strategic planning for Shanghai and its districts and counties. Excellent achievements have been made in research of the development of urban population, urban land layout, socio-economic development and industrial land distribution, all of which are closely related with urban master plan.

In recent years, it has made great progress in evaluation of planning implementation and master planning of land use. It has undertook city and district level professional system planning in the fields of industry, residence, pubic grassland, social undertakings (culture, education, sports, public health, and welfare), railway, ports, shipping and aviation, and carried out plenty of research in the respect of industry, residence, social undertakings all of which are closely related to economy and people’s living hood.

Furthermore, the detailed planning of important areas like Lingang New City, Hongqiao Business Area (integrated transport hub area), urban sub-center Jiangwan—Wujiaochang, Zhenru urban sub-center made by No.1 Institute has won awards from the ministry and municipality.

No.2 Urban Planning Division

No.2 Urban Planning Institute is a professional team specialized in urban design planning and detailed planning, and has won many awards from the Ministry of Construction and Shanghai Municipality. It has abundant experience in planning of metropolitan core districts, development zones, waterfronts areas, residential blocks, scenic sports and new towns.

In the past few years, No 2 Institute has participated in the series planning of Expo Park and now it is presiding over the Expo subsequent urban design. It has accomplished Urban Design of Bank Water Area of Huangpu River in Shanghai City, Shanghai Bund Waterfront Urban Design, Urban Design of Hongqiao Hub Business Area, Master and Detailed Planning of Sheshan National Holiday Resort, Urban Design for the Center of Lingang New City, Business Facility Layout in Shanghai City and won international competition for planning projects in Guangzhou, Haikou, Xi’an and Quanzhou as well as the function planning for Shanghai Bund Financial Plot / Cluster Belt. In addition, it was in charge of formulation of local standards such as Regulation for formulation Shanghai Urban Design, Regulation for Formulation of Underground Space Planning In Shanghai City.

Our experience-based design pursues effect. Relying on ISO 9001 quality management system, No.2 Institute pays much attention to policy intention and client’s requirement in order to achieve internationality, suitability and serviceability of planning and provide local governments and construction companies with first-class design and planning.

No.3 Urban Planning Division

Specialized in urban development strategy research and urban master design, No.3 Urban Planning Institute has its business covering urban master planning, land use planning, detailed planning and landscape planning. In the meanwhile, it also focuses on the urban and rural planning of new city, new town and new countryside.

No.3 Urban Planning Institute is the earliest experimental department of Shanghai Planning Institute in its marketization exploration. With a team of young men full of energy, it has its business covering all parts of the country and wins a lot of customers and the market by means of a good reputation and excellent service. Having a steady personnel structure and reasonable disciplinary allocation, it keeps a stable performance improvement in recent years and maintains a good tendency for further growth.

Among its major achievements in the past few years are: the Middle Ring Road Landscape Planning in Shanghai City (first prize for Shanghai excellent planning design), Master Plan of Langxia Modern Agricultural Park in Jinshan District, Shanghai (first prize for Shanghai excellent planning design, third prize of excellent planning design of the Ministry of Construction), Concept Planning of Central Business Area in Qingdao (first place for international competition, second prize for Shanghai excellent planning design), International Collection of the Development Strategy Research and Urban Design in Jiangbei City, Chonqqing (second place for international competition, second prize for Shanghai excellent planning design), Detailed Planning for Downtown Joining Area in Dongying City, Shandong Province (third prize for Shanghai excellent planning design), Urban Master Planning of Inner Ring Area of Beichen District, Tianjin City, Detailed Planning of Waterfront Area of Wuhai City, Inner Mongolia and Regulatory Planning for Some Areas in Tongzhou District, Beijing.

No.4 Urban Planning Division

Founded in July 2004, No. 4 Urban Planning Institute is specialized in urban planning research, design and consultation in Shanghai and other cities in China. It has a total of 19 staff members with an average age of 31, including 17 aged at 35 or below, making up 89% of the total number. There are 11 planners with master degree or above and 10 national registered planners. The personnel structure presents the character of “two high”—high education and high technology. In 2005, it was honored with the title of “Youth Civilization Unit” in the planning circle in Shanghai. In 2006, it got the same title in Shanghai and passed recheck in two successive years. In 2005, 2007 and 2008, it was entitled as “Advanced Collective” in the circle of Shanghai Planning Bureau.

Since its establishment, No.4 Urban Planning Institute has been aiming at building itself into a “Youth civilization” and “Happy collective”. Focusing on the target of “making full use of system advantage, raising project quality and expanding planning market”, it has extended from traditional urban master planning and detailed planning to comprehensive analysis and study, thus forming a professional team characterized by “combining of planning design and planning research, mutual supporting of comprehensive analysis and special projects”. Assimilating the advantages of planning construction and management methods from other places in its planning practice, spreading advanced concepts and technologies of Shanghai urban planning and providing service for local planning construction, No. 4 Urban Planning Institute has been following the concept of “plan serving construction, brands exploiting market and help young people grow up” for team fostering.

In recent years, No.4 Urban Planning Institute has won following bids: Urban Master Plan for Ganzhou City, Jiangxi Province; Concept Planning for Oceanfront in West Qinghuangdao, Hebei Province; Regulatory Detailed Planning for Some Areas in Bingshui District, Mianyang City, Sichuan Province; Master Planning of Ningxiang County, Hunan Province. It has accomplished Regulatory Detailed Planning of Meili Lake, Taiping River and Wangguanzhuang Region in Jinan City, Shandong Province; Regulatory Detailed Planning of Ganzhou City Innovation Area, Zhangjiang New Area and Shuixi Lake Region, Jiangxi Province; Regulatory Detailed Planning of Gangkou Region, Weihai; Detailed Planning of the Central Area of Economic Development Zone in Linxin City, Shandong Province; Detailed Planning of Shizhou New Area, Enshi City, Hubei Province; Urban Design of Nanchuan New Area in Chongqing; Business Layout of Economic and Technical Development Zone in Tianjin; Underground Space Planning in Yangpu District and Key Areas in Shanghai; Procedures of Shanghai Municipality on the Installation and Planning of Outdoor Advertising Facility; Implementation of Track of Shanghai Master Plan—the Change of Approach of Master Planning under New Situation. Among the above projects, the Regulatory Detailed Planning of Zhangjiang New Area in Ganzhou City, Jiangxi Province was awarded the second prize of 2005 Shanghai Excellent Urban Planning Design, the Concept Planning of Oceanfront in west Qinghuangdao city, Hebei Province was awarded the first prize of 2008 Shanghai Excellent Engineering Consultation Project and the Layout Planning for Aquatic Tourism Harbors for Huangpu River won the third prize of 2008 Shanghai Excellent Engineering Consultation Project.

Municipal Engineering Planning Division

The Municipal Engineering Planning Institute has a complete assortment of business types, a strong ability of comprehensive coordination and fruitful research achievement. Its professional teams are composed of engineering technicians working in the fields of water supply and drainage, electric power, fuel gas, post, communication, disaster prevention, environmental health, water system, underground space, inland water navigation, environmental protection and pipeline integration. It mainly undertakes municipal facility system planning supporting urban master plan, district master planning and regulatory detailed planning as well as pre-investigation of key engineering projects.

Among the planning projects accomplished in recent years for major municipal infrastructure are: Planning for Water Supply Specialty in Shanghai, Municipal Inland River Harbor Distribution Plan in Shanghai, Yellow Line Power Planning in Shanghai, Underground Space Delamination and Layout Research for Shanghai, Layout of Qingcaosha Drinking Water Source Raw Water Engineering as well as municipal infrastructure planning projects including Lingang New City, 2010 Shanghai Expo Park, Hongqiao Transport Hub and Zhenru Sub-Center Plan. The Conceptual planning of Shanghai Underground Space, Shanghai Fire Prevention Planning, Planning of Main Natural Gas Network in Shanghai, Planning Study of 500KV Underground Transformer Station in Shanghai Center Area, Research on Medium and Long-term Power Planning for Shanghai, Research on Planning Methods for Ecological Infrastructure in Chongming Dongtan have won the first and second prizes of Shanghai excellent design award.

Road and Transport Planning Division

Road and Transport Engineering Planning Institute offers expertise service in road system planning, rail transit system planning and regulatory planning, covering such aspects as public transportation, traffic hub, static transportation, underground space and harbor logistics. Its backbone business extends to urban comprehensive transport system research, assessment of traffic impact as well as railway and airline transport.

In recent years, it has accomplished plenty of transportation planning research projects, thus providing strong support to the decision making of Shanghai Municipality. A highly qualified vigorous workforce of 20 dedicated specialists has been formed.

Information Center

Specialized in urban planning informationization and “digital planning”, the Information Center is a professional information technology department integrating informatization management, information technology R&D and planning of information service. With advanced equipment and strong technical force, it has accumulated abundant experience in the field of information service, computer operation maintenance, databank as well as development and management of different kinds of management information systems.

Focusing on informatization management, the Information Center will continuously strengthen the Shanghai urban planning information system, complete the data for various kinds of urban planning and provide good service to the urban planning, construction and management in Shanghai.
